The 73rd amendment of Indian constitution intended to make Gram Panchayats self-reliant and empower them to run their affairs as autonomous institutions. By this amendment the Gram Panchayats have got constitutional status. Thus, the journey of the Gram Panchayats has started towards providing social justice to the people of the villages and their economic development. Various schemes are being implemented by the Central Government for the overall development of the country. In order to ensure that the benefits of the development schemes reach to the people at the grassroots level and their upliftment/progress, the power was decentralised and powers were given to the Zilla Parishad, Panchayat Samiti and Gram Panchayats. The Government implements various schemes with the aim of improving the lives of the poor people by benefiting them in the true sense. The Government expects the living standards of the rural people to be improved by taking advantage of various government schemes. It is very important that information about all such schemes reach the people. Pune district is divided into 13 Development Block and 1386 Gram Panchayats. The total population of 1386 functioning Gram Panchayats is 3258913, out of which the population of Scheduled Castes is 243580 and the population of Scheduled Tribes is 203838. Total rural area, is 15642 sq. km. Various government (Central Government / State Government) schemes presented to the grassroots people in rural areas are being implemented through Gram Panchayat, Block, Zilla Parishad. Along with citizen, bringing the backward class and below poverty line people above the poverty line and making them financially self-sufficient is the only goal and it is being implemented in the district in a good manner through Gram Panchayat, Development Block and Zilla Parishad.
In Pune district, there are 37 Gram Panchayats in Ambegaon Block and 47 Gram Panchayats in Junnar Block in the Panchayat Extension to The Scheduled Areas Act 1996 (PESA Act). There are total of 84 Gram Panchayats in two Blocks, including 150 revenue villages.
961 Grampanchayat Officers and 35 Extension Officer are working in 1386 Grampanchayat.
The Own Revenue of the Gram Panchayat depends on the Property Tax and water tax collected from the residents. The demand for the current year in Pune district (amount in lakhs of rupees) is 62155.37, of which property tax – 54588.06 and water tax – 7567.31.
Schemes to be implemented through the Gram Panchayat Department are as follows
- Schemes receiving grants through District Planning Committee.
- Jan Suvidha Yojana – Government Decision No. Jansu-2017/P.No.111/Yo-06 dt. 25/01/2018 Grants are received from this scheme for carrying out various types of works in the Gram Panchayat viz. Cremation/Burial years – Rs. 20 Lakhs, Gram Panchayat Office Rs. 20 lakhs, construction of intra-village roads- Rs. 20 Lakhs, Development of weekly market center within Gram Panchayat limits – Rs. 15.00 Lakhs, Desilting of cow ponds and beautification of ponds Rs. 15.00 lakhs, solid waste management- Rs. 20.00 lakhs, underground sewer Rs. 15.00 Lakhs, installation of solar energy based double hand pump along with existing wells in Gram Panchayat limits and water purification R.O. plant- Rs. 20.00 lakh etc. works are taken up.
- Nagri Suvidha Yojana – The Gram Panchayat whose population is more than 3000 will get upto Rs.2 crore per Gram Panchayat in a year and Rs.Rs. 5 crores grant under this scheme in project years, 90% of the amount is received by the District Planning Committee and 10% of the amount is to be paid by the Gram Panchayat.
- ‘C’ Class Pilgrimage Areas – Government Decision of Rural Development and Water Conservation Department, Government of Maharashtra vide Kratirthvi/11/Prakr 651/Yo-7 dt. On 16th November, 2012, works such as toilets, bathrooms, water supply, devotees accommodation, street lights in the pilgrimage area, area improvement, parking lot, ghat construction, protective wall, roads and paving blocks etc. are taken up under this scheme.
- Local Development Program at Gram Panchayat level – Zilla Parishad Fund-At Gram Panchayat level According to the demand received for carrying out the necessary development works Hon. Chairman / Hon. Chief Executive Officer / Hon. Dist. W. The following development works are carried out as suggested by the members. Assembly Hall, Auditorium, Roads, Gram Panchayat Office Construction/Repair, Paving Block, Water Supply Tank/RO Plat and Protective Wall etc. Works are taken.
- Central Finance Commission – 1386 Gram Panchayats of Pune district have received funds for tied grants and untied grants for the financial year 20-21 to 25-26 to the rural local self-government bodies in the state as per the recommendation of the 15th Finance Commission sponsored by the Central Finance Commission Gram Panchayat Level Centre. According to the government decision, funds have been made available in the form of two types of grants, basic grant (untied) and tied grant (tied) for the strengthening of rural local self-government bodies. 60% of the received funds are taken for tied (tied) works, 30% of solid waste and sewage management works are taken and 30% of water supply schemes and repair works are taken and remaining 40% of the funds are taken for untied (untied) works. In this, road, gutter, paving block, school anganwadi repair and essential educational materials and basic facilities as well as solar power panel etc. are done for education, health, livelihood and backward class and disabled welfare scheme.
- Majhi Vasundhara Abhiyan 5.0 – Majhi Vasundhara Abhiyan 5.0 is an ambitious campaign of the Department of Environment and Climate Change, Government of Maharashtra, which aims to protect, conserve and preserve the environment in the state. The campaign is based on the five elements of nature – earth, air, water, fire, and sky – through which various eco-friendly activities are implemented. For the successful implementation of the campaign, awards are given to the best performing organizations by evaluating the performance of the local self-government bodies. These awards are given for outstanding contribution in the field of environmental protection. The award amount is intended to be used for environmentally friendly measures, such as conservation of green areas, water conservation projects, use of renewable energy sources, etc.
- Rashtriya Gramswaraj Abhiyan – Rashtriya Gramswaraj Abhiyan is an ambitious scheme of the Government of India, implemented to empower Gram Panchayats and strengthen local self-government bodies. Under this scheme, training and capacity building of Gram Panchayats, use of digital technology, availability of funds for rural development, e-Gramswaraj portal etc. Schemes are implemented according to local needs. Under this campaign, construction of Gram Panchayat office in Pesa area, C.S.C. Center construction etc. Works are done.
- Balasaheb Thackeray Smriti Matoshree Gramsachivalay – Rs. 20 to 25 lakhs grant is given to build the Grampanchayat Office
- Rajarshi Shahu Maharaj Senior Literary and Artist Mandhan Samman Yojana – The Rajarshi Shahu Maharaj Senior Literary and Artist Mandhan Samman Yojana is an important scheme of the Department of Cultural Affairs, Government of Maharashtra, which provides financial assistance and honors to senior literary men and artists who have contributed for a long time in the field of art. From 1st April 2024, the selected artists will be paid Rs. 5,000/- is paid as remuneration. The beneficiary criteria of this scheme are as follows. 1. Age should be at least 50 years or above. 2. Annual income Rs. Should be less than 48,000/-. 3. Must have worked in the field of art for at least 15 years. 4. Age relaxation is available for disabled persons. 5. District level selection committee selects 100 artists every year in the district.
- PM Vishwakarma – PM Vishwakarma is a scheme of the Central Government, which provides financial and technical assistance to skilled artisans and craftsmen engaged in traditional crafts and skills. 18 types of artisans with traditional skills will be provided with free training and modern technology guidance for skill enhancement and loans at concessional rate (5%) of 1 lakh in the first phase and 2 lakh in the second phase. The scheme has been launched to promote economic development of local artisans and make traditional businesses more competitive. Effective implementation of the scheme at Gram Panchayat level Informing village artisans, handloom practitioners and traditional workers about the scheme List of eligible beneficiaries Helping willing beneficiaries to apply online as well as providing market for local produce through Gram Panchayat.
- R (Aba) Patil Sundar Gaon Puraskar Yojana (Smart Village Scheme) – The Smart Village Scheme is named as RR (Aba) Patil Sundar Gaon Puraskar Yojana. Under the scheme, one taluka smart village each at the taluka level and 1 district smart village out of 13 selected taluka smart village gram panchayats at the district level has been ordered and planned. The objective of this scheme is to develop the available natural resources through people’s participation and maintain the balance of the environment, to recruit prosperous villages from it, to coordinate the schemes by combining the village level schemes of various departments of the state government and to implement such programs/schemes through the Village Development Department to fill the gaps where new schemes are required to implement this concept. The amount of prize given to Gram Panchayat selected at taluka level is Rs. 10.00 lakh and the prize amount given to Gram Panchayat selected at district level is Rs. 40.00 lakh. From the prize money received by the Gram Panchayat from the innovative work determined by the government, e.g. It is expected to spend on solid waste management and composting, RO water filters, solar street lights, biomass gasifiers etc.
- Adarsh Sarpanch / Gramsevak Award – Joint Secretary, G.V. And J. no. Government Decision Grasepu 2011/ Pr.No. 108 / Astha 9 Min. M. 32 d. 19 April 2012. According to this government order, every year in the rural areas by successfully implementing various schemes of the government in raising the standard of living of the people in the rural areas and providing all assistance in solving the problems, one gram sevak / village development officer from each development group is selected as an ideal gram sevak and the scheme of honoring him on Mahatma Gandhi Jayanti on 2nd October has been implemented in Pune district since 1997-98 and also for sarpanch awards. One sarpanch from each of the 13 development groups and a tribal sarpanch from the tribal areas of four talukas namely Junnar, Ambegaon, Khed and Maval are selected and given the Adarsh Sarpanch Award at the district level.
